IV. School District Budget Presentation
Sally Saddler, JSD Board President, Laury Scandling, Assistant Superintendent, and David Means, Administrative Services Director, will present the School District FY13 Proposed Budget. There is no new FY13 and FY14 budget information to present beyond what was discussed between the Assembly and School Board in their joint meeting on March 14, 2012.

No action is required at this time. At the April 23, 2012 Regular Assembly Meeting, the Assembly is required, by motion, to indicate the amount of funding to be made available from the CBJ for the JSD general operations.

V. Capital Improvement Projects Program Budget (pp. 3 – 9)
Rorie Watt, Engineering Director, will present the Capital Improvement Projects Program Budget to the Finance Committee. The Capital Improvement Projects Program Budget was distributed to the Finance Committee members on April 4. The document can also be located on the City’s website at

Included in your packet is a resolution, Serial No. 2610, adopting the City and Borough’s Capital Improvement Program for Fiscal Years 2013 Through 2018, and establishing the Capital Improvement Project Priorities for Fiscal Year 2013. This resolution is set for the 2012-04-23 Regular Assembly Meeting.

Also included are the Planning Commission comments regarding the 6-Year Capital Improvement Projects Program.

VI. Manager’s List of Proposed Marine Passenger Fee FY13 Uses (pp. 10 - 17)
Each year the City Manager is tasked with developing recommendations on the usage of the available Marine Passenger Fee (MPF) revenues. Enclosed in the packet are the City Manager’s FY13 MPF usage recommendations. The City Manager will speak to the recommendations at the meeting.
