Paula Terrel, from Collaboration Juneau, will present a status report on the results of the Committee’s efforts.

V. Eaglecrest Update

This year’s warm weather has delayed the opening of the Eaglecrest Ski Area. This late opening will impact Eaglecrest’s budget. The Eaglecrest Board and Kirk Duncan, Ski Area Manager, will present financial information on the potential impacts of the ski area’s late opening.

VI. Tourism Survey

The McDowell Group conducted household tourism surveys in 1995, 1998, and 2002. Ms. Susan Bell, from the McDowell Group, will provide a brief summary of findings from the 2002 survey. Included in the packet is a proposal to conduct a 500-household telephone survey regarding residents’ opinions on tourism and associated impacts. If the Committee decides to conduct another survey, Ms. Bell recommends that this survey be conducted as soon as possible to ensure the highest level of recall from the 2005 season.

At a recent Lands Committee meeting, Mr. Kirby Day indicated that Princess would support using the Marine Passenger Fee as a funding source for this project. He believes the survey would help identify the tourism impact areas that have improved as well as identify those areas still needing work.

VII. CBJ’s Budget and Assembly Actions

At the conclusion of the FY06 budget review process and prior to setting the 2005 mill levy, staff presented information on CBJ’s projected financial position out through FY10. Since that time, the Assembly has approved a number of ordinances that will impact CBJ’s future revenues. The City Manager will present a short report on how these revenue changes will impact our future budgets.

VIII. Information Item - BOE Lay Board

A recommendation has been presented to shift from an Assembly Board of Equalization (BOE) to having several lay-boards appointed for this function. An ordinance was introduced on December 19, 2005 and referred to the Assembly Finance Committee for review. In addition to reviewing the issue of appointing a BOE lay-board, the Committee may also wish to consider the Tax Policy Subcommittee’s appeal fee recommendation. The Tax Policy Subcommittee recommendations presented to the Assembly Finance Committee on October 26, 2005, included a recommendation that the Assembly implement a property assessment appeal fee of $20 to $25. Due to the timing of the 2006 BOE process, any changes (dates, scheduling, etc.) implemented for the 2006 tax year would need to be adopted before early March. Due to this short timing, staff is recommending the Finance Committee set this item for review before the end of January.
