An Ordinance Proposing an Amendment to the Charter of the City and Borough Relating to Competitive Bidding Procedures for Public Improvement Projects.

This ordinance proposes an amendment to the CBJ Charter relating to competitive bidding. Experience has shown that for large projects, bids frequently come in over budget. This Charter amendment would allow the Assembly the flexibility to adopt, by ordinance, new construction delivery methodologies that are being used by municipalities all over the country in an effort to reduce costs and accelerate construction schedules. Two very large projects now being undertaken by the CBJ are the Bartlett Hospital addition and the new high school. Only one bid was received on the hospital project and the bid was considerably over budget. The Engineering Department and the Hospital believe that a construction management approach, with guaranteed maximum price, could save a significant amount of construction money by holding costs down for these large projects.

This ordinance was scheduled for introduction at the regular Assembly meeting on July 14, 2003, and public hearing on July 28, 2003. Any charter amendment to be proposed by the Assembly must be adopted by August 8, 2003 (sixty days before the election). If the Assembly adopts this Charter amendment ordinance, the question will be forwarded to the voters on the fall ballot, and if approved by the voters, a separate ordinance will implement the change.
