Q. Does having handicap license plates entitle drivers to anything other than a handicap parking space? I see people all the time driving recklessly and in some cases dangerously and then notice that they have handicap plates. When people request handicap plates are they re-tested to ensure that they can drive safely and/or properly follow the rules of the road? Thank you.

The handicap license plate only provides an allowance for parking. You should keep in mind that often the person driving the vehicle is not the person with the special condition but a caretaker or family member escorting the person with the permit. Of course, any driver should be held accountable for his or her manner of driving.
If someone is driving recklessly please call it in to JPD. We may not have an officer in the area but we do develop track records on vehicles with a particular plate number. A description of the driver is also very helpful.
If JPD contacts a person, with or without a handicapped license plate, and there is reason to believe the person is not qualified for the privledge of driving due to injury, disease, etc... the driver can be submitted for re-testing to DMV. The person then will need to take a driving test to maintain his or her license.
