Q. Why is it when my roommate stole my car they said they couldnt take my stolen report!? Like that is saying oh cause they live with you it is ok they take your stuff.

Without knowing the specifics I can comment on what issues generally come up with investigations into situations where people are living together and vehicle use becomes an issue. The investigation has to address who had access to keys and the vehicle and what were the past practices concerning people other than the owner driving the vehicle. The suspect having a culpable mindset can be the toughest thing to establish in a case like that. If two people live together and have access to keys and the car, the initial questions have to address if the roommate has had permission to use the car before, how was it conveyed to the roommate not to use the car this time, etc... Roommates sometimes have the same types of disagreements as spouses and something like permission to use a car may have been withdrawn in one person's mind but the investigation has to prove that the person who took the car knew he or she wasn't supposed to use the car. It is just more complicated than a case where a stranger who could not have a reasonable belief that they had permission to use a car, takes a vehicle.
