Q. I've read over the Juneau noise ordinance a few times and it seems the street sweepers operating between four and six every morning would be in violation of this ordinance. Is there a reason they are not subject to it?

If you are in a highly populated area, like a big apartment building and your neighbors have the same complaint, you might have a pitch to ask that a route be changed so that you might notice the noise later in the day than your neighbors. You could make that request to the CBJ Streets Departments.
It would be new ground to apply the noise ordinance to the operation of a vehicle that is making the noise normally associated with its use. The closest similar vehicles would be garbage trucks, snow plows, and large commercial vehicles. All of those vehicles operate very early in the morning and are not prohibited from specific areas during a particular time.
