Q. How does a Property Owner, particularly in the case where a business is concerned, enforce or prevent people from parking on their property? If there are signs up saying you will be towed.. or can they possibly even ticket you?

The property owner can tow a vehicle not authorized to park on the property. There can sometimes be issues with finding a towing company willing to tow a car for someone other than the owner so the towing process might not be easy to accomplish. The property owner can also have a vehicle "Booted" by a private security business. Another tactic is to put a really nasty, glued warning on the window or windshield the unwelcome parker has to scrape off.
Ticketing authorization has to come from the City Manager's Office so most private property owners don't have ticketing authority. The University and some other places do have people authorized to write tickets.
