Financial Positions Job Class Study

Project Overview

  • Review CBJ financial positions up to Pay Range 20 for correct classification placement and salary range assignment .

Primary Project Objectives

  • To assure consistency of position allocation, accuracy of class specifications and minimum qualifications, as well as proper salary alignment.
  • Currently, there are 30 positions allocated to 16 job classifications. At this time we do not anticipate that there will be a reduction in the number of overall job classifications.
  • To define/clarify career ladders for this series.

Milestone 1 - Project Planning (4/9/08 - 6/27/08)

  • Identify all affected classifications and positions – Done but may get updated
  • Create spreadsheet w/PD date – Complete
  • Send Project Plan to departments for review/comment – June 16, 2008
  • Comments due back from departments – June 27, 2008
  • Update Project Plan based on comments – As received

Milestone 2 - Data Collection (7/1/08 - 7/22/08 8/7/08)

  • Project kick off.  HR will hold a meeting in Chambers with respective departments and impacted employees to explain the project and request updated position descriptions (if needed). – July 1, 2008
  • Updated position descriptions due back from departments – July 22, 2008. Received all position descriptions as of 8/7/08.

Milestone 3 - Data Review ( 7/22/08 8/7/08 - 8/12/08 9/5/08 9/29/08, 10/10/08 )

  • All positions descriptions reviewed against current class specifications – gaps identified - August 15, 2008
  • Additional information gathered about work performed from desk audits and management interviews – August 18-September 17, 2008
  • Update or create class specifications as necessary – August 12 October 10, 2008
  • Begin gathering market salary data for all classifications.

Milestone 4 - Review of Draft Product ( 8/12/08 9/5/08 - 9/5/08 10/3/08, 11/3/08)

  • Draft class specifications sent to departments for review and comment. – August 12 October 10, 2008
  • Comments on draft class specifications due back from departments – August 26 October 20, 2008
  • Review position descriptions and conduct desk audits as needed.
  • Finalize the class specifications based on feedback and desk audits  – September 5 November 3, 2008
  • Tentative position allocations complete – September 5 November 3, 2008

 

 

 

 

Milestone 5 - Salary Analysis & Final Project (9/9/08 - 10/13/08, 12/8/08)

  • Distribute final class specifications with tentative allocations – September 8 November 4 , 2008
  • Comments due back from departments – September 22 November 17, 2008
  • Conduct desk audits as based necessary based on department comments
  • Work on final salary analysis and memo – throughout this milestone
  • Review department comments and finalize allocations.
  • Distribute final memo – October 6 November 21 , 2008
  • Request any PA’s from departments – October 6 November 21 , 2008
  • PA’s due back from departments – October 10 November 26, 2008
  • Proposed effective date of changes:  October 13 December 8, 2008
  • Update HR2000 and all PCN files – October 13 December 8, 2008
  • Class specifications abolished as needed.

Project Assumptions

  • After Department information is received, a discussion will be necessary on how best to organize and divide the work.
