2013 Comprehensive Plan Update
The Planning Commission unanimously recommended that the Assembly adopt the draft 2013 Update to the Comprehensive Plan of the City and Borough of Juneau during their regular meeting of May 14, 2013. The draft recommended for adoption is available here, with errata sheets for maps that did print correctly available.
Public testimony will be accepted by the CBJ Clerk’s Office throughout the Assembly review process. Please email City_Clerk@ci.juneau.ak.us with any comments.

The 2013 Update to the Comprehensive Plan of the City and Borough of Juneau was considered by the Planning Commission during a series of public meetings in 2012 and 2013. During the review and update process, the Planning Commission, staff, and members of the public raised concerns or suggested updates that exceeded the original scope of the review, which was intended to be a minor and routine update. Due to the substantial changes to the Comprehensive Plan that were recommended by the Planning Commission during the update process, the entire draft update was published for review and comment on the draft changes in February 2013.
The Planning Commission reviewed the February draft update (orange cover) following public outreach and solicitation of comments on the draft.
The May 2013 Draft Update to the Comprehensive Plan of the City and Borough of Juneau will be reviewed by the Planning Commission and public prior to the Planning Commission’s recommendation of the draft update to the Assembly.
Draft Update for Review
The Draft 2013 Update to the Comprehensive Plan is the product of over two years of effort by CBJ staff, Planning Commissioners, members of the public and stakeholder groups, and other interested parties. The Comprehensive Plan is a living document that attempts to account for historical trends and future projections while establishing City and Borough of Juneau Policy on a wide range of topics. Many changes to the 2008 Comprehensive Plan are proposed, and these changes are understandably of interest to members of our community. Although the proposed changes are available for review (see following paragraph), the entire Draft 2013 Update to the Comprehensive Plan is proposed for adoption, and text that remains unchanged from the 2008 Comprehensive Plan is just as important to our community’s future as is newly proposed text. Accordingly, the Draft 2013 Update to the Comprehensive Plan shows only proposed final language.
All of the draft changes to the text of the Comprehensive Plan, both deletions and additions, are shown in the Review Draft Showing All Proposed Changes to Text. This review version of the Draft 2013 Update to the Comprehensive Plan does not include the Table of Contents, Index, maps, charts, tables, or sidebars included in the version that will be reviewed for adoption. This simplified version of the Draft Comprehensive Plan is intended to make substantial changes to text easily identified by readers. Lines with a change to text are shown in the outside margin with a vertical line; the changes themselves are either shown as struck through (deleted) or underlined (added). Where text has been relocated within the Draft 2013 Update to the Comprehensive Plan, the text is only shown in its proposed location, with comments at both the original and proposed locations indicating where the text originated or where it was moved to.
Many of the draft changes are considered routine in nature: re-numbering sections, changes to formatting, and corrections to typos or punctuation. Staff has made every effort to show changes that could be considered substantial – that is, to potentially change the meaning or interpretation of the text – while accepting minor changes so as to simplify review of the more substantial draft changes. While all substantial changes to text in the Draft 2013 Update to the Comprehensive Plan for Planning Commission recommendation to the Assembly are shown in this review document, please note that verification of cross-references was completed after this review document was completed, so not all cross-references are accurate in the review document; cross-references have been corrected in the Draft for recommendation to the Assembly.
Draft Changes from 2008 Comprehensive Plan
Although most of the draft changes to the Comprehensive Plan correct grammatical errors in the 2008 Comprehensive Plan, or update data or references to changed circumstances, several chapters have been substantially re-written in draft form. Those chapters include: 4, Housing; 5, Economic Development; 6, Energy; and 8, Transportation. Chapter 12, Public and Private Utilities and Facilities, has had several new sections with related policies and supporting actions added, including sections on Wireless Communications Facilities and Right-of-Way protection and maintenance. Other major draft changes to the Comprehensive Plan include re-organization of chapters, and relocation of some policies from one chapter to another, such as where references to “waste” were relocated from a variety of chapters to Chapter 12. These types of changes are intended to improve the readability of the plan and to make it easier for members of the public, elected officials, and city and state staff to locate the information that they seek within the plan. Other major changes include new policies on Economic Development that are intended to set Juneau on a path to sustainable economic growth.
