City Attorney John W. Hartle is a 1991 graduate of Northeastern University School of Law. After graduation he served as a law clerk with the Alaska Court System. He joined the Law Department in 1993 as Assistant City Attorney, and served as Deputy City Attorney. In June 2003 he was appointed City Attorney by the Assembly. He specializes in planning and zoning, tax, and personnel law.
Deputy City Attorney Margaret H. Boggs received her B.A. from Georgetown University and graduated from the University of Colorado School of Law in 2002. Prior to joining the civil section of the Department in 2003, she served as law clerk to Superior Court Judge Larry Weeks.
Assistant City and Borough Attorney Barbara Ritchie is a 1977 honors graduate of the University of Maryland School of Law. After graduation she worked as a law clerk for the Alaska Court System and then for Alaska Legal Services. In 1983 she began work as an assistant municipal attorney for the City of
and the Ketchikan Gateway Borough. Barbara served as the CBJ Attorney from 1986 1992. For the next 13 years Barbara worked in the Alaska Attorney General’s Office, first as supervisor of the Governmental Affairs section, then as Deputy Attorney General for the Civil Division (1995 2002), and finally as chief of the Opinions, Appeals and Ethics section. Barbara served as a member of the Alaska Bar Association Board of Governors from 1990 1994 and as president of the Board from 1992 - 1993. She also served on the Alaska Legal Services Board of Directors for six years and as president of the Alaska Municipal Attorneys’ Association from 1988 1989.
Assistant City and Borough Attorney Robyn L. Carlisle is a 1991 graduate of Willamette University. After graduation she served as an intern with the Law Department, then as a law clerk with the Alaska Court System. Ms. Carlisle joined the department in 1998. She is a prosecutor.
Assistant City and Borough Attorney James E. Douglas received his B.A. from the University of Oregon in 1965. He served as a commissioned officer in the U.S. Coast Guard from 1967 through 1969. He received his J.D. from Hastings College of Law in San Francisco in 1973. He worked for the State of Alaska Department of Law from 1973 through 1976, including two years as a prosecutor in the Fairbanks District Attorney's Office, then entered private practice. In 1984 he left Alaska to start a law office in Santa Rosa, California. After practicing for 10 years in California, Jim returned to private practice in Juneau in 1995. He joined the CBJ Department of Law as a prosecutor in January, 2001
Office Manager Deb Senn joined the Law Department in 2001. She supervises the support staff, maintains the documents comprising the city code, administers the departmental budget, maintains the departmental computer systems, and performs related services. Before joining the Law Department she worked as law office manager for the North Slope Borough, and for private practice law offices in Homer.
Joanne Thompson joined the Law Department in 2002. As the Litigation Assistant she is responsible for supporting the prosecutors through witness interviews, evidentiary analysis and trial preparation. Before joining the Law Department she worked for the Alaska Court System in Fairbanks as a supervisor. She has also worked as a paralegal for criminal defense attorneys.
Roxie Starr joined the Law Department in 2001 as Legal Secretary for the Criminal Division. She is responsible for supporting the prosecutors through case management and filing court actions. Before she joined the Law Department Roxie worked as a police, fire and ambulance dispatcher for the City of Haines. She received her Associates of Applied Science degree in Criminal Justice in 1991.
Lisa Carlson joined the Law Department in 2001 as Legal Secretary for the Civil Section. She supports the civil attorneys and office manager, tracks infraction citations, and assists callers in looking up CBJ code matters online.
