Administration

The Administrative Division staff provides secretarial/clerical support for all divisions within the Engineering Department. Services include providing information to the staff and members of the public via phone, correspondence, or face to face; records management; purchasing; travel reservations; and maintenance of the Engineering webpage. In addition, the Administration Division staff provides financial planning, prepares and administers the annual department budget, and monitors over 100 ongoing CIP projects. This division also provides and administers the annual City and Borough of Juneau Six Year Capital Improvement Program (CIP).

The administrative staff also provides support to the Assembly members of the Public Works and Facilities Committee, including the preparation of agendas, minutes, and records.

 

Contracts & Standards Division

The Contracts & Standards Division is responsible for competitive acquisition of professional services and construction bids for the Engineering Department. This division also administers the city and borough Local Improvement District (LID) program and is responsible for maintenance and development of the CBJ Construction Specifications Manual and the CBJ Standard Detail Drawings Manual.



General Engineering Division

The General Engineering Division provides professional engineering, construction inspection, and land surveying support to the Permit Center. The division is responsible for review of permit applications for site and utility improvements, public assistance on site grading and drainage projects, water and sewer service permits, driveway permits, and right-of-way permits.

The division provides field inspection for water and sewer service construction, for site grading and drainage improvements, and for driveway construction and right-of-way permit compliance. Inspection services include field observation, testing, and report submittals for new billing accounts.

The division also provides engineering and administrative services for the construction and/or repair of city and borough infrastructure resulting from residential or commercial subdivisions development. Services include construction plan and specification review and approval, contact administration of consultant inspection and soil testing services, dispute resolution, field inspection and acceptance of the new or modified infrastructure.



CIP Engineering Division

The CIP Engineering Division provides professional services in planning, design, and project management of engineering works funded annually by the Assembly as part of the city and borough’s Capital Improvement Program (CIP). Projects typically administered by this division include street reconstruction projects, water and sewer utility improvements, airport improvements, and harbor improvements.

The division’s project manager duties include client department liaison; project budgeting; scheduling; scope definition of consultant services; assist in competitive selection process of consultants; contract administration and construction inspection; administrative oversight of professional service and construction contracts; approval and execution of pay requests; negotiation and processing of change orders; negotiations of contractor claims; final inspection, and project closeout.

The division also provides technical assistance and support to client departments in estimating project costs for non-CIP projects.

 

CIP Architecture Division

The CIP Architecture Division provides professional services in planning, design, and project management of architectural works funded annually by the Assembly as part of the city and borough’s Capital Improvement Program (CIP). Projects typically managed by the division include new building design and construction and building renovation projects. In addition, the division’s Facilities Architect provides professional support to the Building Maintenance Division in planning and execution of current and long range maintenance projects.

The division’s project manager duties include client department liaison; project budgeting; scheduling; scope definition of consultant services; assist in competitive selection process of consultants; contract administration and construction inspection; administrative oversight of professional service and construction contracts; approval and execution of pay requests; negotiation and processing of change orders; negotiations of contractor claims; final inspection, and project closeout.

The division also provides technical assistance and support to client departments in estimating project costs for non-CIP projects. The City Architect serves as the city staff liaison to the School District’s School Facilities Committee, and the Facilities Architect serves as the city staff liaison to the Energy Efficiency Committee.
