Mission Statement

  By analyzing information related to the preparedness and response of the CBJ, AEL&P, and the public to the recent loss of hydroelectric power from the avalanches, prepare a report that recommends actions and promotes preparedness in the face of a similar event that might disrupt services that are essential to the community.

PREAMBLE TO THE PUBLIC REVIEW (AUGUST 15, 2008) DRAFT OF THE
LESSONS-LEARNED COMMISSION REPORT

 In an effort to provide a draft of the Lessons-Learned Commission Report in advance of the August 10, 2008 public hearing, the attached draft is still a work in-progress.  The Commission and consultants are continuing to take input from the citizens of Juneau and other key officials who have not been consulted for a variety of reasons.  There are a couple locations in the draft where information is still being drafted, and they are so-indicated in the narrative.

The intent of this draft is to get the dialogue going at a different level.  Additional information and insights are encouraged and will be considered as the consultants work to complete a final report from the Commission to the Mayor.

Comments can be submitted through the Lessons-Learned Commission web site (www.juneau.org/energy/lessonslearned) or by email at lessons@ci.juneau.ak.us), as well at the public hearing on August 20, 2008 in the CBJ Assembly Chambers at 7 p.m.

PRESS RELEASE - JULY 15, 2008 - SEEKING PUBLIC INPUT

The Lessons Learned Commission requests public input to its review process of the Community’s electricity crisis experienced as a result of the avalanches on the AEL&P Snettisham on April 16, 2008.  Please send your responses to the following questions to the LLC Consultants at lessonslearned@ci.juneau.ak.us

    • $1 million to United Way for utility bill assistance
    • $0.5 million to Juneau Economic Development Council for business loans
    • $0.25 million to the City Manager to implement energy conservation measures
  5. Did you participate in any financial assistance programs?  If so, please explain.
  6. Please list and briefly explain any other recommendations you have.
  7. Also, please list any particularly creative ideas.
  8. Please describe how the experience has changed your habits in electricity usage.

June 12 - Press release announcing Lessons Learned Commission appointments

June - Mayor appoints commission members.

June 4 - CBJ engages Elgee Rehfeld Mertz to review records to ascertain whether all of the funds collected under AEL&P’s emergency COPA were used only to cover the company’s fuel costs for its standby diesel generators.

May 29 - MAC Services reply to Mayor Botelho.

May 27 - Mayor engages MAC Services.

May 16 - AEL&P offers to fund independent audit of the cost of power adjustment (COPA) and as well as a report on lessons learned.
