At least 30 days published notice shall be given for any election.
At any election, a qualified voter may vote an absentee ballot for any reason. An absentee ballot may be cast in person, or requested from the election official in writing, by application with the voter's signature.
Beginning on January 1 of each election year, a qualified voter entitled to cast an absentee ballot may file a written application for an absentee ballot by mail with the election official. Application for a by-mail ballot must be received in the office of the election official not less than seven days before the election for which the absentee ballot is sought.
For the 2008 Regular Election, applications for by-mail ballots must be received in the Municipal Clerk's office no later than Tuesday, September 30, 2008.

It is not necessary to complete an absentee ballot application form to apply for a ballot. Voters are allowed to request a ballot by submitting a written request.
The written request must contain:
A qualified voter may vote absentee in-person on or after the 15th day before an election up to and including the election day. As the 2008 Election approaches, dates, times, and location for In-Person Absentee Voting will be listed below.
Fax voting is a method to allow voters to cast a ballot when a by-mail ballot is not a possibility. A qualified voter may vote by fax beginning 15 days before and through the close of the polls on election day. The voter must submit a written request for a fax ballot to the election official's office no later than 5:00 p.m. the day before election day. An absentee ballot that is completed and returned by fax must contain the following statement: "I understand that by using fax transmission to return my marked ballot, I am voluntarily waiving a portion of my right to a secret ballot to the extent necessary to process my ballot, but expect that my vote will be held as confidential as possible."

For the October 7, 2008 Regular Election, the signed application for a fax ballot must be received in the City Clerk's Office no later than 5:00 p.m. on Monday, October 6, 2008. When a completed application for a faxed ballot has been received, a ballot will be faxed, along with instructions for marking and submitting the voted faxed ballot.
A qualified voter who is unable to go to the polling place on election day due to age, illness or disability, may appoint a personal representative to obtain a ballot for the voter on or after the 15th day before an election, up to and including election day. Persons who are ill or unable to go to the polls, who still wish to vote and have not chosen one of the methods above, may contact the Clerk's Office to make arrangements for an absentee ballot by personal representative.
