III. Presentation - Bartlett Regional Hospital Report Prepared by ECG Management Consultants
In 2004, the Assembly engaged Elgee Rehfeld Mertz to review several specific Bartlett Regional Hospital operating issues. Elgee Rehfeld Mertz issues a final report in January 2005. This report contained recommendations that two areas should be reviewed in more depth.
• Item 6 in the report – Review of potential conflicts of interest in the decision making for QHR activity.
Elgee Rehfeld Mertz recommended that BRH contract with Price Waterhouse Coopers (PWC) to assess the types and levels of services that it receives from QHR, assess the effectiveness of the services received, review whether the current contract adequately addresses the services provided, and evaluate whether the fee paid for these services appear reasonable. Upon completion of that review, the Board should determine whether it should bid for management services.
• Items 5 in the report – Review of QHR related procurement issues to specifically include a review of the group purchasing activity (GPO) and options for seeking bids for these services.
Recommendation – Elgee Rehfeld Mertz recommended that BRH contract with PWC to study BRH’s group purchasing activity in order to determine whether its current GPO arrangement is the most advantageous for BRH. This study should be performed periodically, such as every five years, in order to satisfy due diligence requirements by the Board and to continue to justify the continued exemptions from the CBJ’s procurement code.
Due to a conflict of interest the firm of Price Waterhouse Coopers was unable to perform these additional services. After some review, the firm of ECG Management Consultants was hired to conduct the review. Contained in the packet is a copy of ECG’s report. In addition, ECG staff will present additional information during the Committee of the Whole meeting.
