I. PUBLIC PARTICIPATION ON NON-AGENDA ITEMS

A. Board Appointments – Airport and Hospital Boards and Planning Commission

The Airport Board has one vacant seat for an unexpired term beginning immediately and ending June 30, 2014.

 

The Hospital Board has three open seats for full three-year terms beginning January 1, 2013 and ending December 31, 2015.

 

The Planning Commission has three open seats for full three-year terms beginning January 1, 2013 and ending December 31, 2015.

 

I recommend the Assembly appoint the applicants nominated by the Full Assembly sitting as the Human Resources Committee to the Airport and Hospital Boards and the Planning Commission.

 

B. Ordinance for Introduction: Ordinance 2011-11(AR)
An Ordinance Repealing Ordinance 2011-11(AQ) And Appropriating To The Manager The Sum Of $4,057,161 To Fund The City And Borough Of Juneau’s Fiscal Year 2012 Public Employee Retirement System Contribution; Funding Provided By The Alaska Department Of Administration.

 

This ordinance would repeal ordinance 2011-11(AQ) and appropriate $4,057,161 to fund the CBJ FY12 PERS contribution. The original ordinance materially understated the PERS costs allocated to the Police and Fire Departments and overstated cost for other departments and funds.

The ordinance would increase the personnel benefit costs citywide by $4,057,161 to reflect the amounts paid directly by the State into the PERS on behalf of the CBJ. The Alaska Department of Administration’s general fund will fund the appropriated amount set by HB 108 passed during the 2011 legislative session. Adoption of this ordinance would not affect the CBJ’s net budget.

 

I recommend this ordinance be introduced and set for public hearing at the next regular Assembly meeting.
