1. Ordinances for Introduction
This ordinance would appropriate $1,020,280 of General Obligation School Bond interest income for the use of the Harborview School Renovation Capital Improvement Project (CIP).
This appropriation request will make available the accumulated bond interest ($20,280) in the Harborview Plumbing CIP and $1 million of the accumulated bond interest from the District Wide Major Maintenance Fund for the use of the Harborview Renovation CIP.
The base bid from McGraw Custom Construction exceeded the original estimate by $1,264,421.
The Juneau School Board recommended this appropriation during its May 20, 2008 meeting.
I recommend this ordinance be introduced and set for public hearing at the next regular meeting.
2. Transfers
This request would authorize the transfer of $2,650,000 in General Obligation (GO) School Bond monies from the Districtwide Major Maintenance Fund to two Capital Improvement Projects (CIP) as follows:
1) $1,300,000 to the Glacier Valley Renovation CIP to fund various additive alternates and budget increases as recommended by the School Board; and,
2) $1,350,000 to the Harborview Renovation CIP to fund the cost increases necessary to award the bid.
The School Board, at its May 20, 2008 Facilities Committee meeting recommended this action.
I recommend this transfer be approved.
3. Bid Award

Harborview Elementary Renovation
Bids were opened on the subject project on May 13, 2008. The bid protest period expires at 4:30 p.m. on May 27, 2008.
I recommend award of this project to McGraw Custom Construction, Inc. in the Base Bid and Alternate Numbers 1-9 amount, for a total award of $16,513,421.

A. Presentation on Historic District Guidelines – Joint Session With Planning Commission

Consultant Nore Winter, of Winter and Company, will present the final draft of the updated Downtown Historic District Design Standards and Guidelines. The update of the Design Standards and Guidelines has included two public workshops and various meetings with local stakeholder groups to gather comments and concerns as the document developed.
This new version has many improvements over the current document, such as: the identification of four distinct building styles in the district; a step-by-step process of how to plan a preservation project; improved photos and drawings; and case studies of actual buildings within the Historic District. Staff believes this document will make project requirements in the Historic District easier to follow for property owners, the development community, and CBJ Staff.
