1. Ordinances for Introduction

a. Ordinance 2007-21(J)                   Economic Impact Note
An Ordinance Appropriating to the Manager the Sum of $15,086,842 as Partial Funding for the Juneau International Airport Runway Safety Area Capital Improvement Project, Funding Provided by the Federal Aviation Administration, and the Alaska Department of Transportation.

This ordinance appropriates a $14,700,000 Federal Aviation Administration Airport Improvement Program grant and a $386,842 matching grant from the Alaska Department of Transportation and Public Facilities.

This appropriation will fund the first phase of construction of the Runway Safety Area at Juneau International Airport.

At its August 8, 2007 meeting, the Airport Board approved this action.

I recommend this ordinance be introduced and set for public hearing at the next regular meeting.

2. Bid Awards
a. Bid E08-016: Riverside Drive Improvements & Traffic Signal

Bids were opened on the subject project on August 30, 2007. The period for filing intent to protest the bid will expire at 4:30 p.m. on August 31, 2007. Results of the bid opening are as follows:

This project consists of clearing and grubbing, traffic control, erosion control, excavation, shot rock borrow placement, base course grading D-1 placement, storm drain pipe, storm drain structures, adjusting existing water valve boxes, adjust existing storm drain structures, construction surveying, asphalt roadway paving, asphalt sidewalk, asphalt treated base course, Type I curb and gutter, concrete access pads, expressway curb, painted traffic markings, signage, relocation of landscaping, relocation of fences, roadway illumination, traffic signal and miscellaneous related WORK for the reconstruction of a portion of Riverside Drive.

Funding Source: FY04, FY05, FY06 & FY08 AW Street Sales Tax, FY06 Water Fund, FY06 & FY07
Sewer Fund.
Total Project Funds: $3,275,000.00
CIP No.: 422-02
Construction Encumbrance: $2,705,401.00
Construction Contingency: $260,000.00
Consultant Design: $152,728.00
Consultant Contract Administration/Inspection: $190,000.00
CBJ Administrative costs: $71,000.00

I recommend award of this project to Miller Construction Co., LTD in the Base Bid amount for a total award of $2,705,401.00.

V. PUBLIC HEARING

A. Ordinance 2007-57               Letter from Airport Board Chair Ron Swanson
An Ordinance Relating To Membership On The Board Of Directors Of The Juneau International Airport.

This ordinance would increase from two to three members of the Airport Board who may be a tenant or an officer or employee of a tenant of the Airport while serving on the Board. A limitation on the number of such tenant/members was suggested by CBJ's auditor based on the fact that the Airport Board sets the rate charged by the Airport for leased space. For a Board member to set his or her own lease rate is a conflict of interest, and, when there are a number of members with such conflicts, the efficiency of the Board is reduced, and the work load shifted to other members. Recruiting for Board membership has been difficult, however, and allowing three tenant/members rather than two may facilitate filling the positions. This ordinance would not relieve the Board members of their obligations under the Conflict of Interest Code, and is within the recommendation of the auditor (recommendation of 2 or 3 tenant/members, maximum).

I recommend this ordinance be adopted.
