1. Ordinances for Introduction
This resolution adopts the Capital Improvement Program for Fiscal Years 2007 through 2012, as required by Charter Section 9.4, and lists the capital projects that will be undertaken in FY 2007 using CBJ capital funds.
The Capital Improvement Program and list of projects were reviewed and approved by the Public Works and Facilities Committee at its meeting of May 22, 2006, and also by the Finance Committee at its June 7, 2005 meeting.
I recommend this resolution be adopted.
VII. PUBLIC HEARING
This ordinance establishes the mill rates for property taxes for 2006, which funds the City and Borough of Juneau’s FY07 operating budget. The Charter requires the assembly to adopt, by ordinance, the tax levies necessary to fund the budget before June 15.
This ordinance, at the time of introduction, included a reduction in the operational mill levy of 0.30 mills and 0.03 mill reduction in the debt mill levy, as recommended by the Manager.
The Assembly Finance Committee, on May 31, 2006, approved a recommendation to decrease the operational mill levy by an additional 0.42 mills and the debt mill levy an additional 0.25 mills. This decrease, combined with the Manager’s proposed decrease, results in a full 1.0 mill reduction from the FY06 (2005) mill levy.
This ordinance proposes an operational mill levy at 9.26 and the debt mill levy at 0.91, for a total mill levy of 10.17.
I recommend this ordinance be adopted as amended.
VIII. UNFINISHED BUSINESS
This ordinance would appropriate the City and Borough of Juneau’s FY07 operating budget, excluding the School District. The Charter requires that a public hearing be held on the FY07 operating budget by May 1, 2006, and adoption by June 15, 2006.
The Assembly referred this ordinance (the Manager’s proposed budget) to the Assembly Finance Committee for review. The Finance Committee has reviewed the proposed budget and recommended a number of changes. The amended ordinance being presented includes all of the Finance Committee’s recommended changes. Due to the short amount of time available to incorporate the various changes into the ordinance, it will be necessary to submit amended Ordinance 2006-11(am) to the Assembly for action as a red folder item.
I recommend adoption of this ordinance as amended by the Assembly Finance Committee.
