B. Procurement of High School Design Services
In October, voters approved $54 million in general obligation bonds to build
a new high school at Dimond Park. This school will be approximately 52,000
square feet smaller than the previously designed school that was halted by
voter initiative. The reduction in size will require a new design. The typical
practice for the CBJ and the School District is to select architects through
competitive proposals. However, staff has concluded after a detailed analysis
that significant savings in time and money can be achieved by re-hiring the
architects who designed the first project non-competitively.
The attached memorandum and schedule explain this staff recommendation in
detail. The staff has also requested Craig Mason, a Seattle architect who
served on the peer review team for the first design, to review the memo and
provide comments. His letter will be available Monday.
The High School Project Team and the Juneau School Board reviewed this memorandum
in draft form at its November 2 meeting and unanimously concurred with staff's
recommendation to proceed to hire the design team of Minch, Ritter, Voelckers
and Fanning & Howey.
I recommend the Assembly approve the recommendation of the Project Team and
School Board by motion.
