A. FY05 Local Funding for Education
Per State Statute, Sec 14.14.060: Within 30 days of receipt of the School District’s budget the Assembly shall determine the total amount of money to be made available from local sources for school purposes and shall furnish the School Board with a statement of the sum to be made available.
The School District submitted their budget to the CBJ on March 24, 2004; therefore, it is necessary for the Assembly to decide on the amount of support the CBJ will provide to the School District at this special meeting. This amount cannot subsequently be reduced, but it can be increased prior to adoption of the CBJ budget. If the Assembly does not, within 30 days, furnish the School Board with a statement of the sum to be made available, the amount requested by the School District is automatically approved.
Funding for the School District in the proposed FY05 Budget is the maximum allowed under the State’s current funding formula, $18,157,200 (calculated by the School District). The School District has requested additional funding (outside of the CAP provisions) of $55,000 for after school program buses and $24,500 for crossing guards. In addition, the District is also requesting that the CBJ pay for the District’s Truancy Officer position within the City’s budget. The preliminary FY05 Budget does not include funding for the additional items noted above.
I recommend the Assembly, by motion, set the amount of funding for FY05 School District operations at the amount contained in the proposed operating budget, $18,157,200.
