A. Ordinance 2003-19
An Ordinance Appropriating Money Out Of The Treasury For FY04 City and Borough Operations.

Section 9.6 of the City's Charter requires the following:

HEARING ON BUDGET AND CAPITAL IMPROVEMENTS PROGRAM. By May 1, a public hearing shall be held on the budget and capital improvements program. All persons interested shall have an opportunity to be heard. At least two weeks prior to the hearing the assembly shall:

(a) Publish in a newspaper of general circulation in the municipality a summary of the budget and capital improvements program and a notice setting out the time and place for a public hearing;
(b) Deliver copies of the notice and summary of the budget and capital improvements program and the message to newspapers of general circulation in the municipality and to the commercial radio and television stations operating in the municipality.

I recommend this ordinance be forwarded back to the Assembly Finance Committee for further discussion with final adoption being no later than June 15, 2003.

B. Ordinance 2003-20
An Ordinance Appropriating Money Out Of The Treasury For FY04 School District Operations.

Per State Statute, Sec 14.14.060: Within 30 days after receipt of the budget the assembly shall determine the total amount of money to be made available from local sources for school purposes and shall furnish the school board with a statement of the sum to be made available.

The School District submitted their budget to the CBJ on April 2, 2003; therefore, it is necessary for the Assembly to decide on the amount of support the CBJ will provide to the School District at this meeting. This amount cannot subsequently be reduced, but it can be increased prior to adoption of the CBJ budget.

If the assembly does not, within 30 days, furnish the school board with a statement of the sum to be made available, the amount requested in the budget is automatically approved.

Funding for the School District in the FY04 Revised Budget is the maximum allowed under the State funding formula (the CAP), $17,865,300. The School District has requested funding outside of the CAP, $273,900 for Pupil Transportation and $18,200 for Additional Student Activities.

The preliminary FY04 Budget contains funding for School District operations of $17,865,300. I recommend the Assembly set the amount of funding for FY04 School District operations by motion and forward this ordinance back to the Assembly Finance Committee for further discussion with final adoption being no later than June 15, 2003.
