An Ordinance Amending the Property Tax Code to Allow Eligibility for the Senior Citizen and Disabled Veteran Exemptions to be Established by Reference to Permanent Fund Dividend Eligibility.

An Ordinance Appropriating To The Manager The Sum Of $10,000 To Enhance Facilities At The Augustus Brown Swimming Pool. Such Funds Provided By The Estate Of Maryanna Little.

An Ordinance Appropriating To The Manager The Sum Of $9,787 To Design And Install A Children’s Room Exhibit At The Juneau Douglas City Museum. Such Funds Provided By The Alaska Department Of Education.

A Resolution Setting Forth the Capital Improvement Projects Requested by the City and Borough of Juneau for Funding in Fiscal Year 2004 Under the Municipal Capital Project Matching Grant Program Administered by the State of Alaska Pursuant to AS 37.06.

3. Bid Award

a. Contract No. E 02-204, Last Chance Basin 2002 Improvements.

This project consists of removing and disposing of two existing submersible well pumps; demolition of concrete vaults and sumps at the existing wells; extension of existing well casing for the two pumps; construction of masonry block well houses; installation of two new vertical turbine well pumps; all required electrical, controls and piping; a new 12-inch D.I. water pipe; expansion of an existing wood frame well house; treatment of well screens in an existing well to increase well production; and miscellaneous related work.

An Ordinance Amending The Personal Property Tax Code To Establish An Exemption For Aircraft Operated Exclusively For Medical Transportation.

b. Ordinance 2002-36
An Ordinance Providing For The Issuance And Sale Of General Obligation Refunding Bonds Of The City And Borough In The Maximum Aggregate Principal Amount Of $1,550,000 For The Purpose Of Refunding Certain Outstanding General Obligation Bonds Of The City And Borough; Fixing The Form, Manner Of Execution, Terms, Including Redemption Terms, Maximum Maturities And Covenants Of The General Obligation Refunding Bonds To Be Issued; Authorizing The Appointment Of A Bond Registrar For Such Bonds; Authorizing The Appointment Of An Escrow Agent; Authorizing Officials Of The City To Prepare And Approve A Preliminary Official Statement And An Undertaking To Provide Ongoing Disclosure And Providing For The Method Of Sale Of Such Bonds.

An Ordinance Deappropriating The Sum Of $200,000 Of The Better Capital City Account’s FY03 Operating Budget. Such Funds Provided By The Sales Tax Fund. 

d. Ordinance 2002-18(S)   
Economic Impact Statement
An Ordinance Appropriating To The Manager The Sum Of $200,000 To The Better Capital City Account For Products And Services Informing The Public About Proposition 2 On The 2002 State General Election Ballot. Such Funds Provided By The Sales Tax Fund.

e. Ordinance 2002-18(U)    Economic Impact Statement    Backup
An Ordinance Appropriating To The Manager The Sum Of $31,200 As Partial Funding For Review Of The Proposed Totem Creek Golf Course Project ($11,200) And The Greens Creek Mine Expansion ($20,000). Such Funds Provided By The Alaska Department Of Community And Economic Development. 

f. Ordinance 2002-18(V)   
Economic Impact Statement    
An Ordinance Appropriating To The Manager The Sum Of $65,000 To Create An Electronic Spatial Record Of Major And Historical Survey Plats ($50,000) And A Standard Reference To Assess The Accuracy Of Datum And Projection Software ($15,000). Such Funds Provided By The U. S. Department Of The Interior, Bureau Of Land Management.

g. Ordinance 2002-18(W)    Economic Impact Statement
An Ordinance Appropriating To The Manager The Sum Of $509,867 For Essential Building Repairs And Deferred Building Maintenance. Such Funds Provided By The Alaska Department Of Community And Economic Development. 

h. Ordinance 2002-18(X)   
Economic Impact Statement
An Ordinance Appropriating To The Manager The Sum Of $300,000 For Preliminary Design Of The Dimond Park Recreation Center/Valley Swimming Pool And For Purchase Of A Mobile Mammography Unit For Southeast Alaska. Such Funds Provided By The Alaska Department Of Community And Economic Development.
